ChatGPT API Access requires a paid plan to be selected. Unlike the web version, OpenAI grants you access to the models via API based on your plan/subscription.
The error means that you have run out of credits or hit your maximum monthly spend. In order to be able to use it, please follow few steps:
1. Login to your OpenAI account and navigate to your account page: https://platform.openai.com/account/billing
2. Buy more credits. It should be at least $5 available on your account in order to be able to use the ChatGPT API.
If you're a Pay-As-You-Go customer and you've made a successful payment of $1 or more, you'll be able to access the GPT-4 API.
If you have selected a monthly subscription, you can cancel it and you will be able to proceed using as Pay-As-You-Go customer.
In case you have exceeded monthly quota limit, increase your limits at: https://platform.openai.com/account/billing
