Saving a price rule directly from Prestashop Store Manager do not updates the price rules in front-end. The rule is visible in the back-office area and when saved again from there the front-end is also updated. Maybe some table are not updated from Prestashop Store Manager.

One more question according to your comment:
What kind of connection do you use? Bright PHP or Direct?
Direct connection changes quickly after modification
For Bridge connection, you should make Post data to apply changes.
One more thing: Have you clicked on "Generate" button after Rule creation?
Please Start "Generate" on button menu to initiate this Rule.
