Hi. When the user is filling a cart in POS screen, and one product shows as "out of stock", a warning message will appear on screen. The text says: "Unable to add product to order: Product is out of stock". This sometimes happens when there are discordancies between stock values in Prestashop and real stock values (which are not always up-to-date). In previous versions of Store Manager, the user could go to Prestashop (website), correct the quantity of such product, then go back to POS and add the product. In recent versions of Store Manager, this is no longer possible, as the product still shows as "out of stock". To fix this, I suggest a new warning message on the POS screen, that could say "Product is out of stock. Add new quantity?", to let the user type the new quantity without interrupting the cart filling process and without the need to close the POS or modify the quantity in Prestashop (website).
Yes, for the front end website, the "deny orders" is a must. But when we work in PoS we could have the option to add 1 quantity to a product. Many mistakes happen during inventory count, we could have the option to sell one piece that we found and was bought through the retail store.

So, do you need to control product adding by q-ty only? ( without PrestaShop order rules - allowed, not allowed)

Just give the option to add quantity, not to process the order if quantity is zero.

So, to add the ability to modify product q-ty in the POS.
Hm... in this case it's not easy to control this option if you have Advanced Stock Management system
or
if you have 2-3 zero-qty combinations of product.

hmm... never thought of that since we don't use advanced stock management. Might be challenging
