When importing products through excel file, the tax column must contain the name of the tax rule you need. It would be far better to use tha tax rule ID, instead of the NAME: it's a more compact reference, thus less prone to mistypings, and it's a very common policy when dealing with databases to reference IDs, provided that those IDs are unique.
