I found that opencart manager only allows you to update pricing on the main list, not special pricing. It also doesn't allow the import and export of special pricing. This is a needed feature.

It seems you've missed Special Tab in Store Manager. You can add and modify special price in the Special Price Tab. Please look at screenshot.
According to Import. You are right. This option is not included in current release.
