Hello Marios,
The Store Manager does not allow to set the discount limit. However you can set a discounts that will not exceed the maximum percentage.
For example, you has a customer group which has 5% discount. Also you can create a specific price which discount will be 15%. Total discount will not exceed 20% at the checkout or in POS.
