Actually I'm keeping the "Skip image import if product has image" checked and "Delete product image before import" checked.
However if I import a csv and some product image changed Store Manager don't update them because it finds they already have some image (but old).
If i remove the ckeck in "Skip image..." then all images gets uploaded, even for products that didn't changed.
I want to upload only those for products that have changed image since last import (aka image url changed between my new CSV and the actual DB).
Is this possible?

Unfortunately It is not possible to define whether the image is new or old in PrestaShop, as all image names are changed to image ID's of the current database.
You can upload images for products with missing images only or re-upload all images once more.
As an option you can create a separate .csv file containing only product records with updated images.
