What exactly behavior do you want to get from our POS ?

One more thing.
Store Manager supports core logic of PrestaShop.
According to current list of PrestaShop 1.5.6 modules there are no Quoting modules were included as default or required?
In this case how we can decide, which module should we support ? :-)

There are many ways it could work, but it's simplest level the process would be:

1) Start POS (or a separate system that operates in the same way)
2) Add customer details and items to the shopping cart along with shipping costs
3) At the minimum simply have a "Print Quote" button so we can print the quote and then prestahop forgets everything. I think if this is as far as it goes it should be fairly straightforward as nothing is being stored. . But ideally:
3) Instead of clicking the "Create and Print Order" button, have a "Create and print Quote " button. This will add details of the quote to a new database table.
4) When customer pays off-line we can then go back to store manager and "create order from quote" will then create the order.

What also should be nice:
As you make a quote for a client, the products in that quote schould be available for that client for that price all the time.

It would be much more complete if you can make an order list for a client that only have the products on it that the client uses.

If you sell 3000 products and you have a client that uses 40 products only but he needs them every two weeks it would be nice if you can produce that list.

When you can produce this list with the "special prices" for only for that client (via a quote) that would be perfect.

It would be ideal for my Business as we deal with expensive spare parts and customers often email and ask for a quote on a whole list of parts. Say for a rebuild of an engine or a full service on a bike, I might have 5 - 15 items to add.

Currently we have excel template that we use, but have to manually add sku price description etc. very time consuming.
