Yes, you are right. The number of votes is not the only parameter. We consider requests basing on multiple parameters including whether the request is logical, the the simplicity of the implementation, added value and much more. Besides of the above parameters we consider things like: are we working on product grid in this sprint, or orders section or other sections. We make changes to 1 section only as it takes lots of work for testing including backwards compatibility with versions starting from 1.9. Also we consider urgency and other parameters that are also not that obvious.
We will surely consider your request within next sprints, though we cannot provide any estimate.
