The backups you're talking about may be related to caching option. It allows you to make a local copy of your data and run import locally. Can you please disable the caching option and check if it takes less time for import.

I will un-check and try. I had it checked because it states it will speed up the import.

I am specifically referring to the backup and restore script the import process runs in the beginning and end of the process.

Where are the backups scripts stored?

Regular import doesn't make any backups. The caching option does make a backup to perform import locally, please let me know if the process keep running if you disable the option.
Also let me know if you're using Bridge or Direct connection. There's no need to use caching option while using Bridge, as the process is running locally anyway.

Also do you use Automated scheduled tasks? A screen capture of the backup process will help me to understand the process.
