Yes, you can apply any HTML template to the description filed and export it to eBay with eBay Integration addon.

Also you can use macros as variables like "product_name", "product_image" (depends on your database field names).

On ebay too I want to attract customers from every country, in every product page therefore I want to have the description in all available languages.

This would be terribly useful to go international and keeping one page for all, so it would be easier for the seller to monitor the resulting page quality and for the buyer too would be easy to check that the product is properly presented internationally with coherency of contents and information.
