During of our investigation it was not possible to insert HTML code in Magento Review text
There is no HTML editor for this feature in Magento Back End.

By the way, if you want to insert pure HTML code in this field - HTML format will not be presented by Magento.
In this case there is no reason to implement such feature. :-(
