In Enterprise 1.13 (and I believe in CE 1.8) URL keys are stored in different tables -

catalog_product_entity_url_key
catalog_category_entity_url_key

If using your software with these versions, the user will be required to populate these tables manually.

We are working on Enterprise Edition support. Right now we don't support 100% Enterprise version of Magento at this moment. But you can use a lot of features from this version in PRO Edition.
Please take into account - Magento 1.8 is not production version.
According to Magento : http://www.magentocommerce.com/knowledge-base/entry/ce-18-later-release-notes
"Important: This is an alpha release. Deploy this release in a development or testing environment only. Do not deploy this release into production."

We know about this problem. This feature will be implemented after stable production release of Magento.
